{"id":75886,"date":"2026-08-19T17:31:13","date_gmt":"2026-08-19T16:31:13","guid":{"rendered":"https:\/\/www.entroncamentoonline.pt\/portal\/?p=75886"},"modified":"2026-08-19T17:31:13","modified_gmt":"2026-08-19T16:31:13","slug":"movimento-protejo-critica-contradicao-entre-restauro-fluvial-e-novos-projetos-de-barragens-na-bacia-do-tejo","status":"publish","type":"post","link":"https:\/\/www.entroncamentoonline.pt\/portal\/movimento-protejo-critica-contradicao-entre-restauro-fluvial-e-novos-projetos-de-barragens-na-bacia-do-tejo\/","title":{"rendered":"Movimento proTEJO critica contradi\u00e7\u00e3o entre restauro fluvial e novos projetos de barragens na bacia do Tejo"},"content":{"rendered":"<p><span style=\"color: #000000;\"><span style=\"font-family: Libre Franklin, sans-serif;\"><span style=\"font-size: large;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">O <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">proTEJO \u2013 Movimento pelo Tejo<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> entregou a sua participa\u00e7\u00e3o p\u00fablica ao <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Plano Nacional de Restauro da Natureza (PNRN)<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, manifestando apoio ao trabalho t\u00e9cnico desenvolvido no \u00e2mbito do <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Artigo 9.\u00ba<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, mas alertando para aquilo que considera ser uma contradi\u00e7\u00e3o estrutural entre os objetivos de restauro fluvial e os projetos de novas infraestruturas hidr\u00e1ulicas previstos para a bacia do Tejo.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Libre Franklin, sans-serif;\"><span style=\"font-size: large;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Em comunicado enviado ao EOL, o movimento sa\u00fada o invent\u00e1rio nacional de <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">15.584 barreiras fluviais<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, descrito como o mais completo alguma vez realizado em Portugal, e reconhece o m\u00e9rito da metodologia aplicada, da defini\u00e7\u00e3o de sub\u2011bacias priorit\u00e1rias e da articula\u00e7\u00e3o com o <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">PRO~RIOS 2030<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">. Destaca ainda a remo\u00e7\u00e3o da barragem de <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Sourinho<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, no rio Alviela, como exemplo de interven\u00e7\u00e3o com impacto ecol\u00f3gico significativo, ao permitir recuperar a conectividade fluvial e a passagem de esp\u00e9cies migradoras.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Libre Franklin, sans-serif;\"><span style=\"font-size: large;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Apesar deste reconhecimento, o proTEJO considera que a meta proposta \u2014 <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">386 km de rios restaurados at\u00e9 2030<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> \u2014 e o financiamento previsto \u2014 <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">77,6 milh\u00f5es de euros<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> \u2014 s\u00e3o insuficientes face \u00e0 dimens\u00e3o da fragmenta\u00e7\u00e3o fluvial identificada. O movimento defende metas vinculativas por regi\u00e3o hidrogr\u00e1fica, refor\u00e7o do financiamento e um regime de licenciamento simplificado para remo\u00e7\u00e3o de barreiras obsoletas, apontando a morosidade administrativa como um dos principais entraves \u00e0 execu\u00e7\u00e3o das medidas.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Libre Franklin, sans-serif;\"><span style=\"font-size: large;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">A cr\u00edtica central incide, por\u00e9m, sobre os projetos previstos para a bacia do Tejo, nomeadamente a <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Barragem do Alvito<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, o <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Empreendimento de Fins M\u00faltiplos do M\u00e9dio Tejo<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> e um conjunto de <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">a\u00e7udes e barragens<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> planeados para os \u00faltimos <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">127 km de rio livre entre Abrantes e Lisboa<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">. Segundo o movimento, estes projetos representam um investimento superior a <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">5.000 milh\u00f5es de euros<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> e contrariam o princ\u00edpio de n\u00e3o constru\u00e7\u00e3o de novas barreiras fluviais previsto no PNRN. O proTEJO alerta que a fragmenta\u00e7\u00e3o deste tro\u00e7o inviabilizaria a recupera\u00e7\u00e3o de esp\u00e9cies como o <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">s\u00e1vel<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> e a <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">lampreia\u2011marinha<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, al\u00e9m de comprometer \u00e1reas protegidas como a <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Reserva Natural do Estu\u00e1rio do Tejo<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\"> e o <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Paul do Boquilobo<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Libre Franklin, sans-serif;\"><span style=\"font-size: large;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">O movimento exige que a vers\u00e3o final do PNRN inclua uma declara\u00e7\u00e3o formal de coer\u00eancia de pol\u00edtica p\u00fablica, sujeitando qualquer nova infraestrutura na bacia do Tejo a <\/span><\/span><strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">Avalia\u00e7\u00e3o de Impacte Ambiental Estrat\u00e9gica<\/span><\/span><\/strong><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">, com an\u00e1lise de alternativas e parecer pr\u00e9vio da Comiss\u00e3o Europeia.<\/span><\/span><\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">O proTEJO identifica ainda riscos que considera cr\u00edticos para o cumprimento do Artigo 9.\u00ba, entre eles a contradi\u00e7\u00e3o entre restauro e novas barragens, o subfinanciamento, a aus\u00eancia de metas obrigat\u00f3rias, a morosidade dos processos administrativos e a resist\u00eancia social \u00e0 remo\u00e7\u00e3o de pequenas estruturas.<\/span><\/span><\/span><\/p>\n<p><span style=\"color: #000000;\"><span style=\"font-family: Arial, sans-serif;\"><span style=\"font-size: medium;\">O movimento afirma que o diagn\u00f3stico apresentado pelo PNRN tem potencial para transformar a pol\u00edtica de conectividade fluvial em Portugal, mas sublinha que isso s\u00f3 ser\u00e1 poss\u00edvel com financiamento
